Management Team

CNGmotive’s founders have extensive experience and worked together in the areas that are critical to the success of the business – locomotive engineering and natural gas compression.

David I. Scott

President and CEO

David Scott is President and CEO of CNGmotive, Inc, a new enterprise founded in 2015 jointly with Pedro Santos, a leading authority and inventor in the compressed natural gas field. CNGmotive is bringing Compressed Natural Gas to the rail locomotive fuel market utilizing key patent pending technologies. Prior to this role Mr. Scott was President of Rail Operation OsComp, LLC, a large scale start up in the CNG field which focused on oil field applications of key technologies. Pedro Santos was the founder of OsComp and the principal inventor of those key technologies.

Mr. Scott has been Principal in the consulting firm bearing his name. Principle efforts of that consultation are Design Engineering and Strategy consultation for the worldwide railway, locomotive and derivative markets. He has pursued these areas for the last 12 years consulting with the major market players.

He spent first 38 years of his career at the former General Motors Electro-Motive Division, rising from Diesel engine design engineer to Chief Engineer, Engines through other executive assignments to Executive Director-EMD Locomotives. His responsibilities as Executive Director at EMD included Product Engineering, Research and Development, Worldwide End Product Sales and Marketing (Locomotives and Diesel Engines), Worldwide Aftermarket Sales and Marketing, Customer Care and Product Service, Programs Management and Business Development.

He holds a BME degree from Kettering University and MSME from University of Illinois. He has attended the PMD program at the Harvard Business School.

Pedro Santos

CNG and Gas Industry Advisor

Pedro conceived and invented the foundational technologies of CNGmotive, Inc as a phase of the application of his invention of the near-isothermal multiphase compression technology field proven and developed at Hicor Technologies. While investigating the use of his compression system, the advantage of better control over natural gas pressurization and flow became of interest and he invented the CNGmotive technology. The patent pending technology of Chill Fill ® and Rapid Fill ®, which underpin CNGmotive, Inc’s railroad locomotive fueling systems, provide the optimal solution to the problems resulting from the heat of compression in manipulating CNG. Systems based on these technologies are or have been applied in large scale field use by a number of companies.

Pedro has been the recipient of numerous technical awards including the Goradia Innovation Prize in 2011, and was a winner in 8+ technical and business competitions. He has been featured on Compressor Tech Magazine on multiple occasions, Chemical Engineering Magazine, and received the Dominican Republic presidential award in 2012 recognizing the most accomplished professional in the country under 35 years of age. He was named by Forbes as one of its inaugural “30 under 30” award in the field of energy in December 2011. Pedro holds >5 granted patents and >20 pending in the areas of compression, natural gas storage and transportation, and thermodynamic processes involving gas and hydraulics.

Prior to co- founding CNGmotive, Pedro had been founder of Hicor Technologies, Inc (a compression technology company) and operations director with a Latin American affiliate of Ingersoll-Rand, one of the world’s largest compression technology and equipment companies, using his expertise to reduce the total operating costs of manufacturing operations throughout the Americas. He holds a certification as one of the youngest professionals to have attained the United States’ Department of Energy’s Airmaster+ certification in compressed air systems and has completed more than 80 industrial energy audits for compression systems.
Pedro received Bachelor of Science degrees in engineering from the Pontificia Universidad Catolica Madre y Maestra and the Rochester Institute of Technology, graduating from both with highest honors and a Master of Business Administration with a concentration in Entrepreneurship & Innovation from the Massachusetts Institute of Technology’s Sloan School of Management (MIT Sloan) in Cambridge, MA
